03Counterparty Due Diligence & Integrity Screening+

Establishing who a counterparty actually is — beneficial ownership, affiliations, sanctions exposure and reputational history — before a contract, not after a problem. In our region this is genuinely difficult work: registries are incomplete, ownership is often held informally, and the names that matter are frequently not the names on the paperwork.

Every report is evidence-referenced and written to be readable by a compliance committee, a board, or a government counterparty.

04Transaction & Delivery Facilitation+

The administrative machinery that turns an agreement in principle between a government and a company into a contract that is actually performed: contracting structure, mobilisation, local registration and permitting, reporting, milestone administration and compliance oversight through the delivery lifecycle.

We act as a contracting party or a fee-for-service administrator. We do not act as a commission agent on government transactions, and we do not accept success fees contingent on a government decision.

Four national governments contracted these companies while the war was still being fought. The contracts, the officers who signed them and the completion records still exist.

  • Why affiliation rather than ownership Tarnak's ownership chain is wholly Australian. Delivery capability is committed by written agreement rather than by shareholding, which keeps the Australian entity's ownership, control and influence position clean for defence-sector qualification while preserving full access to the group's people, plant and record.
  • Combined plant and capability Asphalt plant (240 TPH), crushed gravel plant, bitumen distributor, pavers, graders, dozers, excavators, loaders, rollers, compactors, crane, tipper fleet, water tankers, survey total stations and a stone-cutting plant — together with Afghan engineering, survey, quantity surveying and site management staff.
  • Pre-qualification history Enlisted as an unlimited-class contractor with the Helmand and Uruzgan Provincial Reconstruction Teams, the US Army Corps of Engineers (AED) and the Afghan Ministry of Defence Helmand department.
  • Vetting Group companies executed and passed the improper-association declarations required under Australian Commonwealth works contracts, which prohibited any association with UN-designated persons or with parties participating in hostilities against ISAF or the Afghan government.

Two decades, one continuous record

2004
Afghan Omid Construction & Logistics is founded in Kabul on 12 May. Muslim United Construction & Road Building is founded in Kandahar the same year.
2006
First direct works contract with the Commonwealth of Australia — construction of the Trade Training Centre at FOB Davis/Ripley, Tarin Kowt, signed 31 August. Steel wire and gabion basket supply for Central Asia Development Group under USAID programme delivery.
2007
Two further Commonwealth of Australia contracts signed on 21 January under the 1st Reconstruction Task Force — upgrade of Tarin Kowt Hospital main building, and refurbishment of Tarin Kowt Boys' High School. Work begins on the explosive ordnance storage facility for the ADF.
2008
Explosive ordnance storage facility completed and acknowledged by Headquarters Joint Task Force 633. Radio station delivered for the Netherlands PRT.
2009
Peak delivery year. 64 km provincial road in Zabul for USAID / IRD. Hospital main building, helicopter compound fencing, crushed stone supply and trade training centre for the Netherlands PRT and Australian PRT at Tarin Kowt.
2010
UK Royal Engineers award the Bolan – Chah-e Anjir road contract, US$7.35M, accepted 28 December. Dutch Compound Phase 7 delivered for RTF Australia.
2011
Contract award commemorated by His Excellency the Governor of Helmand and the head of the Helmand Provincial Reconstruction Team, 2 January. ANA Police Compound and National Police Headquarters works continue at Tarin Kowt under USACE and Tetra Tech programmes.

Tarnak Advisory Group Pty Ltd is an Australian-registered company and is bound by Australian law in every jurisdiction in which it operates. Australian foreign bribery law makes a company liable for bribery committed by its agents and contractors — the only defence is having adequate procedures in place beforehand. We have them, they are documented, and they are open to client and government review.

We decline engagements that cannot be performed inside that framework, and we say so early.

No cash payments. No facilitation payments, without exception.
  • Sanctions screening Every counterparty is screened against the DFAT Consolidated List and applicable UN, US OFAC, UK and EU designations before engagement, and re-screened periodically. Dated screening records are retained and auditable.
  • Export & trade controls Goods, software and technology are assessed against the Defence and Strategic Goods List before any arrangement is entered into. We do not broker controlled items without the registration and permits required under the Defence Trade Controls Act.
